Perry was actually blue from head to toe, in an Elie Saab gown with a flowing train and a sash tied in a bow. To copy her trademark look heavy eyeliner is key which harmonized her bright blue eyes. Begin by applying a blue-gray shade of shadow to the eyelids, stopping at the crease. Use a pearl white color underneath the brow bone and on the inner corners of the eyes, to create a wide blue-eyed effect. Take an angled eyeliner brush and use it to apply a black gel liner to the upper eyelids. Thicken the line as you work your way toward the outer corners, adding a slight wing at the end. A full set of false lashes is necessary to get the singer’s awesome blue cateyes. It is a great idea to fill in your eyebrows if you have dark hair to add dimension to your face and Katy does this ever so perfectly making her pretty blue eyes stand out even more. To do this, use a pencil or a matte eye shadow in a color that is one shade lighter than your natural brows.
Finish this look with just a hint of bubblegum pink color on the cheeks and a bright lipstick. Katy used a very sheer, peachy-pink blush, applied on the apples of the cheeks and swept upward to the temples.
